SERA’s Role in Serving Investors and Safeguarding their Rights

SERA considers investor participation with electricity activities to be crucial for the development and sustainability of these activities in the Kingdom. It has, therefore, prioritized the creation of an environment conducive to encouraging investors to participate and invest in these activities. SERA is also keen to safeguard the rights and interests of licensees, and to provide a clear, stable, non-discriminatory regulatory framework for electricity activities, in accordance with the provisions of the Electricity Law issued by Royal Decree No. (M/44) dated 16/05/1442 AH and SERA’s Charter issued by Council of Ministers Resolution No. (263) dated 14/05/1442 AH.

SERA allows Investors to apply for licenses, permits and exemptions for electricity activities, including:

  • Electricity Generation
  • Cogeneration
  • District Cooling
